Seed Regulatory Modernization pre-consultation closes May 1

Canada’s seed industry is in the midst of modernizing the Seeds Act and Seeds Regulations, administered by the Canadian Food Inspection Agency (CFIA). The review and modernization process, now several years in the works, is set to wrap up in 2024.

The main purpose of the Seeds Act and Seeds Regulations is to protect producers and consumers from misrepresentation, prevent the use of low quality seed, and to create a level playing field for companies and individuals involved in seed production, the CFIA says.

The CFIA is seeking comments from businesses and other organizations in the farming and grain industries, as well as farmers, producers, seed growers, seed analysts, seed developers, seed conditioners, the general public and others who have an interest in the following aspects of the seed regulatory lifecycle:

  • variety registration;
  • seed crop certification, including crop inspection and crop certificates;
  • harvesting, cleaning and conditioning of seed; and,
  • sampling, testing and grading of seed

This and other steps of the consultation will include these and other stages of the seed regulatory lifecycle, including seed certification and labeling, sale of seed to farmers, as well as seed import and export. A separate consultation process is being conducted for the seed potato industry.
